須"So many difficult things are going on especially for the world, for you, and for the afghani people."
シ"Our first priority is to maintain security. Secondly, we are having a deliberation in consultation among the upon personalities and politician to form a new islamic government in order to fill up the volume. Third, we want the normal citizens to return to Afganistan that all official staff, teachers or professors. They return to their jobs."
須"About women's jobs, will they be able to then be a teacher or a researcher? Can they be a judge, can they be a news anchor, or can they be a politician? Would there be any limit, as you said there will be within the boudaries of the Sharia law, will there be any limitation with what kind of jobs women can do?"
シ"All those jobs you mentioned, some of them, they practically, the women have resumed their work and they are doing these jobs."
須"But at the same time, yesterday's conference, we heard that, one of the afghani women journalist, she said that her colleagues were sent back home by the taliban fighters not to come to work. What is going on? There is, this is, contradiction to what you're saying and what's happening on the ground."
シ"Whether our base in Kabul or provinces, the female anchors and journalists, they are working. So this is what I'm saying, practically they are working. So in this exceptional case I don't know. I think the basic rights of women is that they can have access to education, and they can have access to work. So they, the women in Afganistan, can have access to education from primary to higher level, to university. There's no obstacle on their way."
須"To university?"
シ"To university, yes."
須"Even further?"
シ"Even further, yes. And also about their work. They can hold various jobs. So no problem. The only thing is that they observe or wear a hijab."
須"From technology, from science, from literature, will there be any regulations on what they can study or what they cannot?"
シ"Of course, they can study."
須"They can study anything?"
シ"Yes, they can study."
須"There will be no regulations on what they want to study?"
シ"Yeah. Yes, they can study, for example, if, they study academic things, so they can study journalism, etc. Anything they can study."
須"What about art and music, which is, which used to be prohibited in your past regime?"
シ"No, about music and those things, that will be put in the light of the islamic rules. So if it is not allowed all over the country, there is no need for study. If it is allowed, so they can study."
須"Looking at the situation right now, seeing all these civillians trying to flee the country. How much support do you think you have from the afgani civillians?"
シ"First of all, those who are at the airport, they have, they are economic migrants, most of them. Rumors spread by the, by foreigners of different countries, that anyone who wants to settle in the west, they should reach the airport. That is why people assembled here. There were huge congestion, and people were clinging to the planes, and many were killed during launching."
須"Thinking about the fact that people risked their lives to escape, I think that's more than economic problem. People, some boy died from holding into the landing gear, people falling from the skies."
シ"Yes, yeah. If you go to, in the society, in the urban society, and you see that people talking, "Go to the airport. This is a golden oppotunity to settle in the west.""
須"But these people are carrying nothing."
シ"They are saying that there is no need for travels. It's a very golden opportunity. "Go and you will settle.""
須"You say golden opportunity, but these people"
シ"The people are saying this, so"
須"But they're carrying one bag, only one bag, and they're leaving their life behind. They're leaving their memories behind and it's not easy to leave your own motherland, that's where their soul lies. Yet these people are leaving it behind, and it doesn't sound logical for me that it's just an economic reason."
シ"I'm telling you and I'm telling through your outlets, TV, this is your motherland. Stay in Afganistan. Build Afganistan. We are bonds like united nation, one nation, like one nation. Let's work for the country."
須"I think many people want to."
シ"You will have honorable life here. Your property is safe, your honor is safe, your life is safe here. They are not crying for Afganistan. If they were crying for Afganistan, weeping for Afganistan, they should have stayed. They are crying for the western countries to settle there. So I do not agree with you about this."
須"Some people are saying that they're terrified by what could happen after they take over the taliban. How would you say to that?"
シ"I think if they say terrified, that is not based on the realities, because we have already announced general amnesty. So why they should be terrified. We have captured thousands of Kabul administration, security forces, and we released them, all of them. Many of them were well known murderers, killers who had killed tens of our members. We know them, but still we release them."
須"There has been reports about a german journalist who has already escaped himself, but his family, one of his family was killed and multiple members of his family was injured, and there was a house to house search conducted by the taliban fighters, which makes, which contradicts to what you said and what has been said at the press conference about the amnesty. How would you say to that?"
シ"That, I investigated those reports. I also received and I am investigating myself. So there is no instruction to any forces that they conduct door-to-door search, because that is against the general amnesty and policy, but also these are the claims, only claims but when you investigate those claims, you'll find that it is not based on the realities. So there are personal incidents. For that out security forces are there to detain all those who are behind such a killing if there are, if there are such incidents."
須"The policy of the leadership and what's happening on the ground there, there are some conradictions, but do you think you have the grip of every fighter that's on the groud now?"
シ"Yes, we have gripped our full soldiers, but, for example in Afghanistan it's 40 million. If a single person goes against the policy. The policy is detained and investigated and tried in the court. So it just happens in, even in your country. There's a lot of incidents happening every day."
須"What is happening is that the taliban is making a blacklist of the former government security intelligence officers, and these people are scared to death, and there has been house-to-house search done, and there has already been a case where an intelligence officer was arrested."
シ"So there is no such thing as hitlist due to the search or any kind of list. So there's nothing, only the claims of our opponents to make huge cries and also to mislead the opinion of the public of the world against us and also to pave the way for their taking asylum in the western countries."
須"Even the policy-wise if it doesn't exist, could those kind of lists exist on the ground, in between the fighters, not from the top?"
シ"No, no, no. Why should it exist when we have this policy, when we want all those people to stay in Afghanistan. We do not want that our brain trying to take place because of our supposed list. We want them to be in Afghanistan because future Afghanistan need them. Why frighten them by any list?"
須"Especially the forces who are controlling around Kabul airport and within the city, the Kabul city, are from the haqqani network."
シ"Not only what you say, the haqqani is also a part of the islamic emirate of Afghanistan. It is not seperate. Haqqani is the deputy, an emir. of the islamic emirate of Afghanistan. So, but there are also security forces from other provinces."
須"The haqqani network has been notorious for having relationship between al-qaeda, and still yet if they are taking control of the Kabul city, if not strong, we can still think that there are still some relationship between taliban and al-qaeda."
シ"No, no, that's not true because we have signed the ageement of Doha, Doha agreement with the americans, and on the base of that agreement we do not allow anyone to use the soil of Afghanistan against any country, any neighboring country, other countries of the world including the United States and its allies."
須"So there is no, absolutely no, tie between haqqani network and al-qaeda anymore."
シ"Yeah, sure, sure, sure. We have the agreement signed. It is on the part of the islamic community ones follow, on the part of all leadership. That is not an exception."
須"The opposition forces now scaled up in the panchayat valley. They are saying that if the taliban will enforce an inclusive government of all tribal, all ethnicities, all ethnic groups of all tribal areas, then they would not want to fight, but do you think that is possible?"
シ"We have already all ethnicities in the islamic emirate of Afghanistan. We have tajiks, we have uzbeks, we have hazaras, and we have pashtuns. We are also, we are talking with them, and we want that they be a part of a future islamic government. That is why the government took many days to be announced because of those consultation, deliberation. How about them?"
須"But there is a history where especially hazara people were persecuted in the last regime, and by looking at, because we can only think of a future by looking at the history. If we look at the history, it gives us an image that there will be very slim chance of having an inclusive government with every tribe. How would you say to that?"
シ"First of all, I will say if you remember the history when the american came, and the northern alliance people, they came, they got the high slots of the governments. Everyone with beard like me and a turban. They would detain and put it in their private jails, and many of them were tortured to death, but now look, now. When we came, we not only announced that their property is safe, their life is safe, but we are still talking with them to include them in the government. This two approach should be compared. Who are more human, or who are the brutal? These are the facts. This is the history, but unfortunately the media of the world, they are biased. They are against us. They are not showing the realities, but showing one side of the story."
須"As you have said, anything that was unlawful, or unjust, or inhumane, I am sure there has been many cases done by the United States, by the U.S forces, by the past government, but that does not justify what you had done 20 years ago, and I think that's the part that people are feared about."
シ"What we have done? Have we, had they not put our people in containers? They died in the containers because of lack of oxygen, but still with all the same people we are inviting them, and we are telling them. Look, the Afghanistan is your homeland. Stay in the country. Don't go out."
須"What is your vision of your building up your country together with the Chinese in the future?"
シ"Yes, China is our neighboring, a great neighboring country with a huge economic capability, in capacity. So we want to have a good relation with them, and that's good for them, and also for us, but that doesn't negate that we do not have relation with other countries, with Japan and other countries. We want to have a positive relation."
須"But at the same time the Chinese has been having a big problem with the uyghrus which we can consider that it will be your brothers and your sisters within the islamic umma, of course. Will there be any chance or officially for the taliban government in the future, taliban government to pursue these problems with the Chinese?"
シ"Of course, our policy is clear. We do not want anyone on the side of Afghanistan carry out sabotage activities against other countries."
須"But what has, what's happening in China is, it's almost like an apartheid against the this minority muslim community. Will there be any, any say from your government in the future about what the Chinese are doing?"
シ"Yeah, the muslims living in China, they are the citizen of China. They are dear people, and we also say that all Chinese citizens should have equal rights, equal approach, and equal conduct, should be. That's something else."
須"But will you stand for the people in Uyghur?"
シ"As I said, they are the people of China's citizens. So of course, they have law that all citizens should be equal in the light, in the sight of law ."
須"And it's obvious that these people are not treated equal."
シ"In the sight of law shoud be equal, in the sight of law, and that is, that is their law. We know that is their law that they should be no discrimination among their people, and all people should be equal in the sight of law."
須"So you will say about Uygurs if you will find inequality within what's happening to your brothers and sisters in China?"
シ"I, we hope they are. The Chinese, when we were with China they are focusing on their, this issue, and their security on equality among their citizens. They are also focusing on this."
須"If it's under the islamic law and if it's been decided by the court, will there be stoning to death penalty, will there be public executions, or will there be execution, will there be punishments with cutting hands and legs in the future?"
シ"This is up to the islamic gesture when the gesture will come into being, so the law is enforcing for the future."
